The IDF alternate between live rounds and rubber bullets. The name rubber bullet is a misnomer as they are plastic covered metal bullets about the size and shape of a lipstick.
They have been proven to be inaccurate over more than 40 meters. They are routinely fired over this distance and routinely hit people; the excuse given is that they were not the intended target, but these things are inaccurate. One such round was used by a sniper to hit a 17 year old Shabab in the head. Luckily, he survived, this time.
The IDF denies using live rounds to disperse groups.
